Really nice photograph of the winged victory which is in the Louvre. I believe this is to be from the World's Fair given the sticker on the back. I cannot tell for sure but it's my hunch. Frame is in very good condition with the exception of the one large scratch that you can see. It does not affect the pattern. I would take a marker and darken it but I've left it so you can see it was ease. Frame could use a good cleaning.  Hard to find artist. Thank you for looking.  total size is 18 by 14 in
